toro snowblower help!!!

Hi,I just got my toro 524 up and running but it over revs. The carb was leaking and would not start so i replaced it to find this over revving problem.I don't know if it was like this before since i just got the thing. The blower idles nice but then you move the throttle lever up 1 mm and the thing goes crazy. It has proper oil and gas lines are cleaned and the carb is adjusted properly.I took off the engine head and cleaned the carbon buildup and put liquid wrench on the throttle lever and governor. Btw did i mention its a Tecumseh engine.

Check your static governor adjustment. With the engine off loosen the screw on the lever the link to the carburetor attaches to. Rotate the throttle to wide open and the governor shaft in the same direction until it stops. Tighten the screw.

i hate to say it but that didn't work. I also forgot to mention how when i try to use when over revving the blower dies. I also noticed that where the throttle cable attaches to the governor is sparking and i found a wire attached to it but still felt that wasn't normal.

I would like to see a picture of how everything is hooked up. The throttle cable should be connected to the small lever on the control plate which in turn is connected to the governor by the spring.
