Echo PPT-266 bogs down when lightly given throttle, but not full throttle

I start it and it idles fine, doesn't die after several minutes. I then apply a small amount of throttle and it bogs down. If I pull the throttle all the way it runs as you would expect. 

I'm no expert on 2 cycle engines, but am very interested in learning so I can keep my 2 cycle equipment running great.

The only thing I can think to do is adjust the carb low screw. Is this what you would recommend based on the information provided? Are there any other suggestions I should look at?

* Spark Plug Plug
* carb rebuilt (the kit didn't contain the needle, but the diaphragms and seals)
* cleaned the carb with carb cleaner
* fresh gas; the same batch of gas is in my echo , blower and hedge trimmer and working great

Then you didn't order or receive the carburetor repair but instead received a GND (Gasket and Diaphragm) kit. The Zama carburetor kit is PN RB-240. The Echo carburetor kit is just a GND kit.
 
Do you have the tools to remove the EPA anti tamper plugs and the mini single D adjustment tool or mini flat blade screwdriver depending the age of the carburetor? BTW this carburetor has both low and high mixture adjustments if it is the Zama RB-K112 or K113. Also make the metering lever is properly set.

@AVB - thanks for taking time out of your Sunday to respond to my forum post! I really appreciate it a lot.

Do you think I need more than the GND based on my symptoms? Previously it was hard to start and after the carb cleaning/GND kit it starts up like a champ. (What I like about Echo!)

I have attached pictures of the high/low adjustments. I don't see a plastic plug on either of them so I am wondering if it might just be a low adjustment on the carb using a double D carb adjustment tool.

@AVB I just confirmed it is a K112 and elsewhere on the carb it says RB 35 so I believe it is RB-K112 as you mentioned in your post. From looking at the meter gauge picture online of which I don't have it appears it would be on the straight edge side so I will confirm it is flush with the top of the carb. Thanks again for the suggestion. I'll report back after I try this.

@AVB The meter was slightly too low so now it is just touching the straight edge, but not causing the meter to depress any. It seems to have helped the issue a lot! Basically the only time I can now cause the problem is if I accelerate really slowly from idle to full speed. I might try to fine tune that a smidgen more to see if it completely resolves my issue. I went out and cut a few branches and the normal workflow doesn't involve slowly going from idle to full speed so it definitely makes it so I can find some outside work to do :)

You literally made my day!!!  I've been googling like crazy trying to find an answer.

Now to the metering mixture adjustments it does appear that the EPA plugs are in place as on the high speed you would see a slotted screw head if it was in place. It takes a 2.5mm removal tool to remove them or a 3mm if they have stripped out.
 
The standard double D will not fit in the idle mixture adjustment hole. Here is a picture of the mini Single D (works on double D's) and the standard double D carburetor tools that I have here. Mini is on the left; standard on the right.

The reason that a metering set lower than normal causes problems it actually leans to mixture and also takes more vacuum to open the needle valve as the diaphragm got to move farther. It is same effect if set too high as creates a rich mixture.
