Craftsman 2012 247.288852 LT2000 drive/transmission belt burning up!

For the first time I replaced all three belts on this tractor and I have a problem with the lower drive belt that I can't figure out. When the engine is off transmission shifts fine, when running I have to force into F or R and feels like it's going to break. 
 
Noticed that the mower was in F and the break was on and belt started smoking.  My understanding is, if in F but brake is depressed the belt would not engage and I shouldn't be smoking the belt?  Why is belt still on when mower has break all the way down.  I know I have something out of adjustment I just need a little help pinpointing it.  I got the exploded parts diagram but it doesn't show you what all the belt routes around, a little help before I catch on fire!  Thanks

Did you have this problem before changing belts? Are these oem belts you bought?

New problem, belts were just old so wanted to replace them. Yes OEM belts.

The lower drive belt. not the deck not the small one. The large one from the motor to the tranny. It smokes when in drive and I have it stopped with the brake on and the motor is still spinning it?

The brake pedal does engage the brakes but it also is the clutch which relieves tension on the traction belt from the engine to the primary sheave. These are really just cvt / variable speed setups. Also an internal brake inside transmission that actuated the same time brake pedal is depressed.
Really only three possibilities, either incorrect belt, incorrect routing or bad pulley.

Unlikely unless a spring was lost.
Try looking on youtube for drive belt replacement on lt2000, hopefully that will help. Did you also make sure pulleys weren't frozen up on the two at the bracket.

And humor me by measuring the belts. I had a terrible time last year getting supposedly the correct belts for MTDs which this Craftsman is one and all were short. Actually up to an inch at times and they were labeled with the correct part number.
 
Engine to Variable 5/8 x 91"
Variable to transmission 5/8 x 41.25" (this be can up 42" sometimes). I usually go with 42.5" belts.
But since the engine to variable is not disengaging fully it does sounds like it is too short.
