Kawasaki FR691V charging issue

Hello everyone. Quick to the point my Husqvarna lawnmower with the motor in the subject line is having charging issues. The stator is putting out 28Vac unregulated and the regulator had no output. I replaced the regulator with a new one and when I plug the A.C. to the new one it drops the A.C. to 2 VAC and a negative DC output of 2 volts. Any chance the new regulator is bad? The ohm reading on the stator is .1 ohm.

Stator resistance fine.
 
A couple things to check.
That you have plug the wires in correctly.

Second that the keyswitch isn't hanging in start position. I know sounds dumb but I got here that is doing it and the regulator output was a negative value. I don't the exact figure but was close to -2 volts. I didn't check the input as I heard the starter running. Once I put the keyswitch in run I got the correct output.

That appeared to be it. Running 30 volts A.C. at stator and around 14 volts DC at regulator and 13.16 volts DC at the battery. Thank you once again.
