Honda GX340 generator. Surging, not a carb issue

Honda GX340 generator. Brand new carb. No issues with fuel flow to the carb. Starts, and then surges. But when I put my finger between this device and a piece of metal attached to the governor, it works fine. I attached an image of what I have to do to get it to work.  Have tried adjusting the nuts to change the distance of this device, no good. My finger has to be there. Any idea what's going wrong?

Try moving the  governor spring to the next hole on the arm away from the shaft then resetting top no load speed. I assume it is 3750 rpm.

It is an air/fuel mixture problem, it is too lean. You are testing it with the air box on ?
I can not tell you what the correct fix is, but I can tell you a micro drill bit one size bigger than the jet, does wonders here. Hope you are running ethanol free fuel.
