Ok new here haven't gotten any answer in the Tecumseh section trying here

Its a sear edger with a 3 hp Tecumseh  I put a fresh carb on a couple of years ago  cleaned what ever dirt was in bowl & checked gas line & tank  ok been doing small engine work for 60 years & some of it in a shop  never has a surging problem like this no matter how I tune it I can't get that sweet spot of smooth running  it run fine if I hold it at any speed but on its own it surges  the float is level with the base & I sprayed in all the mixer screw openings  any help in this section ?  Thank you

    Surging is usually from lack of fuel, especially in the low speed jets.
     
    Quote " cleaned what ever dirt was in bowl " .  A clean bowl is obviously important BUT the inner passages of the carb has to be cleaned.  Those little spaces/jets are what clogs and causes issues. (I'm not sure reading you post if this was done)
     
    I'd pull the carb apart again, use carb or brake cleaner preferably with a jet cleaner or air compressor.

    An incorrectly adjusted governor can also be the culprit.
