28V707-1113-E1 12.5HP Running High RPM

I have a 12.5 HP B&S 28V707-113-E1 motor that runs high RPM until you put a load on it. I've been looking at YouTube videos for a fix. I don't know if I am missing a spring on for the carb or not. Some photos I've seen while looking for a fix have a cable that runs to the lever above the carb. My Murray 40542D riding mower does not have an extra cable. And I don't see where the other end of a spring would be attached. 
 
Just looking for a way to stop the over-revving at idle.

    Here's a pic of what you should have.  What are you missing / loose, etc?

    If everything is intact, you may have to adjust the governor.
    There's numerous Video's on You Tube.  This guy knows his stuff...
