Is that gear just pushed on, slips on? Any friction?

I had a machine (forgot what it was), with a gear that was supposed to be a tight fit on the crank.
It wasn't even close to being tight.
 
With that said, I cleaned all surfaces and used RED Loctite on both surfaces and let dry overnight.  
It held (surprisingly), so you may try that...
