wood chipper engine

I have an engine on an older craftsman wood chipper that will run on spray.  Not getting fuel and the start stop lever is not attached to cable--  wondering how to repair the start/stop lever-- how does it work?  And-- is that why no fuel or is there another issue?

That switch has a black wire attached to it..  That wire is the "KILL ignition " wire. 
So when the lever is placed adjacent the wire, it turns off the engine.
 
Re fuel. Start at the fuel tank and see if fuel comes out of there. If it does, check fuel comes out the fuel line. Keep following the fuel till you find the issue.
 
Most likely, the carberator is clogged with varnish which will need removal and a cleaning:
