920402 sno-tek 208cc 9.5 snowblower will not start

Ok as title states i have a sno-tek 208cc 9.5 920402
i have replaced the carb
checked the woodruff key
cleaned and realigned coil
replaced spark plug
this unit does not have a throttle control.
i am running for a separate fuel tank source on new line.
i can get it to start only if i pull the governor linkage back so the carb is at or near idle with full choke than i can remove choke and if i slowly release it so governor takes control it will run but if i try auger or wheels it instantly dies again. I checked the springs and it all seems fine. I need any suggestions on getting this fixed. could this be a valve thing? what spec of gap should it have?
any other ideas as i am a bit lost on this one.

    Kinda sounds like once the engine is under load is when there's issues...
     
    Can you disconnect the engine from the unit and see how the engine then runs? 
     
    Seems there's at least one belt and and an idler there.  Disconnect the belt, check idler and if the 
    engine runs better, start looking for issues/binding, etc with the unit itself..
