Briggs and Stratton 5 HP model 130292, type 0778-01, code 79120607 fuel tank question

Good afternoon.  I'm trying to get a tiller running that has set idle for years.  The gas tank was terribly rusted.  I used vinegar to remove as much rust as possible.  While soaking there is a small tube that was inside the tank that fell out.  For the life of me I can't figure out where it goes back into the tank. It's the diameter size of about a pencil and approximately 1 1/2" long with a small filtered end.  There is a small rectangular opening at the top of the metal bowl but it doesn't make sense that it would belong there.  I see no rounded hole to insert it.

    It attaches to the bottom of the carb, filter end down. 
     
    The filter should fit in a small "bowl" (inside the tank), which holds fuel.
    It's the actual fuel pipe allowing fuel to flow from the tank to the venturi (SP?).
