7hp Briggs on a Toro, hard start on electric starter

Working on a 20334 Toro with a 7hp Briggs. I’ve replaced the battery, filter, oil, the plug, and I disassembled and cleaned the carb. The mower starts just fine on the rope. Using the starter it just cranks and cranks and finally starts after awhile. The mower belongs to an elderly neighbor lady and she needs her electric start.

The 14.5v charger is only making 13.5v so I charged the battery to 14.5v with an adjustable power supply, it made no difference. It seems to me that the starter isn’t fast enough. Any suggestions?

    Is it spinning over normally or slowly with the electric start?
     
    Check voltage at the starter WHILE CRANKING.  It shouldn't be less than maybe 11 volts.
     
    If you have good voltage, the engine spins normally with rope, the starter seems to be faulty..
