Vangaurd engine makes clicking sound

I have a briggs and stratton vanguard engine and it's making a clicking sound when I try to start, before it started doing this I changed the solenoid so that's not the issue so i end up replacing only the starter but it still won't start just clicks, I said screw it maybe the solenoid i replaced went bad and replace it but still won't start, what do you guys think it is? Thank you

Pull the starter and bench test it...
 
Also make sure any bolts are NOT binding with anything.
If a knock off starter, make sure it's not binding up with the flywheel..
 
Make sure the engine does indeed spin, (by hand removing spark plug if necessary).
