Honda WB20XT Portable Water Pump

My Honda water pump is 1 year old. Recently the rpm’s have started to fluctuate cause a corresponding rise and fall of water pressure being pumped for irrigation. Cleaned the fuel lines and tank, changed the spark plug, changed the oil, but the problem persists… anyone have ideas about what might be causing this?

    I'd be pulling the carb apart, pull out ALL JETS and clean.
