Snapper HZS18482BVE 48" 18 HP ZTR -blades won't engage

Hello-
My Snapper HZS18482BVE 48" 18 HP ZTR won't engage the blades when I turn on the PTO switch.
I replaced the PTO switch and still have the issue.  The belts and and pulleys all look good.  Could the 
blade brakes be stuck?  Thanks for any advice you can give :)

    Try taking the belt(blade) off the engine, then activating the PTO.
     
    Start the engine, have someone sit in the seat and activate the PTO.
    The PTO pulley should spin. 
     
     
    We're trying to narrow down the area, (IE PTO itself, belt, deck, etc)

    Also, make sure ALL idler pulleys spin freely and not worn thru:
