Also, not sure if it comes with a lower seal, but I have a new one of those, so no problem if it doesn't.

Now, if the sump is slightly different that can be your problem. Slight machining differences in machining
can cause issues. Re the governor gear, the cover comes with it installed.
As for turning freely, again, you need that side cover gasket (among other things).
To try and turn it by the output shaft will be difficult.
Try turning by the flywheel alone (again, compensate for the gasket).
You can also install the pull starter and spin/pull with the plug out. It should spin
freely..
***Do you have the safety, flywheel BRAKE disconnected, so it's NOT rubbing on the flywheel??*** You can un-bolt that easily for re-assembly purposes (spinning over, checking alignment, etc)
