Push mower drive control assembly snapped

I have a 650 Series Briggs & Stratton Engine
Power-Propelled push mower and recently the drive control assembly snapped. We got a new one and have replaced it but couldn’t figure out where the hook at the bottom is supposed to go. There is a hole on the top of the belt thing that looks like the hook is supposed to go there but it still doesn’t work. I’ve seen videos online and all of them have a hole on the bottom that mine doesn’t have. Though it is important to keep in mind that none of those videos were for this specific mower.

Ok.  On the engine end of the cable, you'll see the heavy spring that your new cable will pull against,
that IS the engine brake(with a small "shoe") that rubs against the flywheel.  That part may JUST BE
VISABLE below the pull starter shroud.  Look up and around, it IS THERE.

Now, they'll be a hole in the metal assembly (with the hole you just found) that your cable end ("Z" style) will slip in to.
Slip that in first, then the plastic exterior cable housing clip at the engine.

At the other end, you likely have to gently push in the handle to release it from the
main handle.   Attach both ends of that cable appropriately, then slip the handle BACK into it's place.
