Honda GCV160 RPMs won't go down on Husqvarna HU700F

I am at my wits end. I cannot get the RPM on this Honda GCV160 to go down. I have adjusted the idle screw and the governor arm. I can't get it to reduce.

    I don't believe you have a manual throttle (do you)?
     
    If not (most likely), the machine is set to run at the optimum running speed (3,200-3,600 RPMs).
    You cannot adjust the idle down, or up, or in-between as the RPMs are set at the factory.
     
    The older machines have/had operator throttle lever allowing you raise or lower the RPM's.
    One less thing for manufacturers to install (or actually not install) for cost savings .  :(

    I'm assuming your referring to normal, fast cutting RPM's, NOT wild VERY OVER REVVING issues..
     
    That, ^^, would likely be a bad/broke internal governor..
