Honda GCV160 RPMs won't go down

Honda GCV160 RPMs won't go down

I am at my wits end. I cannot get the RPM on this Honda GCV160 to go down. I have adjusted the idle screw and the governor arm. I can't get it to reduce. Here's what I'm talking about

    As we don't know what the engine was made for (mower, tiller, ?), that would help...
     
    Does the engine have a manual throttle?
     
    If not, (not likely if used on a mower/ pressure washer), the RPMs are set
    at the factory.  
    IE; there is no operator input...  The engine is running normally..
