I guess your talking about the carb as your not giving much information....    :(

    B & S Engine, model 60102
    https://www.partstree.com/models/60102-1211-01-briggs-stratton-horizontal-engine/carburetor-fueltank-a-c-grps-1/

If so, the pick up tube should /must be clear for fuel to flow...

If not what your looking for please post more than a word or two...

Yes we are talking about the pickup tube and
It should be clear but does the throttle cut
It out. Looks clear but i cant blow thru it. How
Hard is the tube to replace. Mine looks like
Its all plastic and really jambed into that hole.
What year is that edger above?

It's just pressed into the carb body and if you look close at the link/pic, there's
apparently a very, very small jet in there(at the tip).

That must be clear.   Blowing by mouth, even if clear would be very difficult
    due to it's tiny size.

You can gently try removing the tube then clearing the jet.

As for the year of mine, dunno off hand (early 80's?), I have to check the model #

I only see a needle and seat on the side of the carburetor, The exploded view drawing does not show anything. Now if you are looking at the actual pickup tube picture, I believe that metal looking thing on the end of the tube is where it goes into the carb.
