The spring, kinda heavy, is part of the engine brake/kill switch inherent in the design.
The lever you would pull brake, for a walk behind mower, pulls the assembly so the "brake"
and kill wire are NOT killing the engine.
Both can be by-passed and use a separate kill wire, to the coil "kill tab" to ground
and short the ignition to turn off.
As for adjusting the throttle RPMs, there is no provision in that engine to do so..
I would think you'd want it running at full RPMs when your operating it.
Lastly, the "no oil change, just add oil", DON'T DO IT... Oil changes as usual
if you want it to last..
