Surging issue with 18.5hp OHV I/C platinum intek

So I replaced the motor on my craftsman ZTS 7500 almost two years ago and everything was peachy. I burned up PTO clutch and never got around to fixing it. Just used other mowers. Well I just drained old gas in the old girl and got it to fire to fully choked but stalls out if I open choke. Also while running choked it surges. I can see a throttle assembly bouncing so I’m not sure if it’s in need of an adjustment to stop the surging, or if it’s not getting good fuel (requiring a carb clean/rebuild) that is causing the surge? Any insight? I put new gas in but who knows what the float/bowl looks like. Thank you.
Btw I’m new here. My late father was the mower man and I’m just trying my best to follow in his footsteps.

    The inside of the carb is varnished up from old E fuel...
     
    There are some very small orifices that must be clear. The carb and bowl
    and main jet has to be removed.  
     
    There are likely 2 different carbs available for that engine.  
     
    A full ENGINE MODEL # would help... 
     
     Also, is the float bowl (not counting the solenoid)
    held on by two smaller screws OR just the solenoid?
