17 HP Briggs on a JD D105

17 HP Briggs on a JD D105

Bought this used about 4 months ago. Had a constant surge that was better at high speed than idle. Replaced all fuel lines, fuel pickup tube, filter and carb. Still doing the same and haven't really found a good video or instructions on "messing" with the governor or spring. 
 
Anyone out there point me in the right direction?

    Surging is usually a lean condition...
     
    If you hold partially (1/2- 3/4) closed the choke (by hand, at the top of the carb), will the surging stop?
     
    The replacement carb, OEM or aftermarket? 
     
    Can you post the full ENGINE model #?

    Model number - 31R977 0001 G1 
     
    Ebay carb, same result as before carb swap. Gov spring looks stretched but I wanted to ask first.

    Check with the choke first and see if it smoothes out. 
    Likely not the governor.. 
     
    If it doesn't, you can do a re-set on the governor, advise

    Choke not the problem, anywhere less than half throttle sounds like it's going to bang itself into little pieces. Wish I took a video, it's quite interesting.

    Does the d105 have a fuel pump? I know the d110 does

    Yes - the standard fuel pump which was replaced and works perfectly
