Ok, I got it mostly assembled today. I'm not sure of some torque specs.
 
It's a 20S232-1246-F1
 
Do you know the sump torque and valve cover torque?
 
I set the rod to 100 in lbs, the head to 220 in lbs, and the sump is at 160 in lbs right now but I've seen 140 and 200 in places.

Finally got back to finish this today. It runs smoothly. But, it won't slow down unless I hold the throttle down. Thought I had it back together right, but I must have messed up something. ;)

You can re-adjust the governor but I suspect 
the governor moved, or broke internally.
 
That's the ONLY thing that would make it run wild...
 
Fortunately, just the sump cover has to come off to check / fix.
 
The orange part may have moved when assembled and not touching the arm

Thanks, I pulled the sump cover and I can't find anything wrong. I can't see any broken parts. The camshaft gear meshes with the governor gear. The governor gear spins the governor weights. They spread smoothly. The linkage to the governor shaft on the outside is tight. This is a governor that is 90 degrees off from the one in your photo. As the sump goes on it looks like the governor "rod" is moving directly at the governor shaft tab. The tab has marks on it from contact, but that may be from it's earlier life.
 
It still runs full out. And I don't see the governor shaft moving when the rpm starts getting high.
 
I forgot to note if the rod moves out as the weights spread, but I don't know how that could not happen without seeing broken parts.
