7000 series won't pull gas

Got a 22 HP Kohler that won't run without spraying starter fluid.
Bought new carb, fuel pump & fuel filter. Still won't pull gas. Tried gravity feed, no gas dropping into new carb.
Suspect the issue might possibly be the wires that hook up to the bottom of the float bowl - maybe no signal, not allowing float to work properly?

    Do you hear a click at carb when you turn ignition to on, not at cranking position?

    Yes, the carb does click.
    Didn't even know it did that!

    So is any fuel making into carb fuel bowl? If not, trying tapping carb not too hard though. Check choke operation while there
