Fix oil from building up in cylinder 2800 pcs pressure washer

I have a Generac Power Washer 2800 psi.  The pull cord froze up.  I removed the spark plug and tried starting a few times to get the oil out.  I reinserted the spark plug and tried starting it again.  It ran for only a few seconds as most (white exhaust or course).  Then the pull cord froze again.  I removed spark plug and again, there's large amounts of oil in the cylinder.  I set the unit aside, and now gas is dripping from the carb.  I am ready to tear this apart and learn hot to fix, if it can be fixed.  Any suggestions on how to start the repair, or is this thing toast?

Shut the gas off and drain the oil, the crankcase is flooded. Obviously the carb inlet needle is not doing it's job, it may be worn or covered in varnish from old gas.
