GCV190LA - won't start

Good afternoon!
 
Got a used Troy-Bilt pressure washer with a Honda GCV190 which won't start.
 
  1. drained oil/fuel - replaced with fresh
  2. started to clean carb - was sitting too long, ordered a new OEM and installed with fresh gaskets
  3. new fuel filter (cracked and worn)
  4. new spark plug (.30 gap) - checking spark, wasn't getting much juice...checked OHM's on ignition coil (~0.24), replaced unit...was severely rusted
    1. flywheel does have a decent amount of rust let after wire brushing it thoroughly, but now i'm getting spark
Can't get this thing to turn over!  Have used some start fluid and it almost wants to crank, but it just sputters out.  Pulling the cord, everything is moving ok, and i can feel compression with plug removed.

Finger over the plug hole isn't really a valid compression test. Most small have a starting compression of around 65+ psi. A leak down test will provide more information about the cylinder condition too as you may have leaky valves, blown head gasket, or cylinder/rings problems.
 
With it barely trying to start on starter is a sign of loss compression somewhere. If compression is at a good level it should a sec or two on starter fluid though using starter is not good on the engine. You be using the same fuel the engine is intended to run on.

AVB, thanks very much for the clue - I'll be purchasing a compression tester and will report back the PSI.

So, after pulling about 10-15 times...I have 0 PSI.

Wanted to double check gauge: 42 PSI on my Briggs power washer and 54 PSI on my GCV160 mower engine.

Presume next step is leakdown test to get a sense on where leak is occurring? Is zero so bad that it indicates engine is scrap? Or, could a rebuild kit still be substantiated despite a zero value?

This is nothing more than a learning exercise to get it running without spending a ridiculous amount beyond economical repair being more than the value of an operational unit (~$200ish, already have ~$40 into it plus $29 for compression tester).

Yes, sir.

I don't have a leakdown tester, but maybe see if it's a blown head gasket?

0 PSI likely means a valve is stuck or you have a hole in the top of your piston IE your valve timing went awry.  As suggest above, the only other issue is a gasket leak but I wouldn't think 0 PSI...that gasket leak would be very obvious.

No head gasket on this model. I would look for a stuck open valve.
