Bottom crankshaft seal 23 hp Kohler

Replacing the bottom crankshaft seal in vertical shaft engine.  23 hp Kohler.   Is the seal bottomed out in the bore, I know there is a oil hole in the bottom of the bore, or is it press in flush with the top of the bore.  Some one had just put in but leaked so bad and mangled it was not a good reference.  Engine SV720-3037

    Most are just flush mounted.
