Honda GX390 Flywheel won’t turn

Honda GX390 Flywheel won’t turn

Tried to start pressure washer today, pull cord wouldn’t turn, took it off, fan and flywheel wouldn’t turn, took those things off and it’s just the rod, that won’t turn either??? Any ideas how to fix. Has oil new plugs, flywheel key seems fine, and has gasoline

Remove the pump then determine whether it or the engine is the problem.
