44N677-0005-G1 with 594207 Carburetor

I have a terrible surging issue since the needle valve was replaced.  The carb has been cleaned several times with chock and carb cleaner. New parts installed were bowl gasket set, needle valve, float, fuel pump, main jet and fuel cut off valve (today).
 
It surges at all RPM's unless it is give just a little bit of choke. Any further with the choke and it bogs down.
 
Any help will be greatly appreciated. 
I attached a pdf. One of the orifices I can shoot cleaner through the other I cannot. It is not the carb I am working on but the orifices look the same. If memory serves, Number one is the one that won't take any cleaner. I will have to verify in the morning once I pull the carb off.
 
Does anyone know what these two holes do?
 
One other thing, In all the videos I have watched the main jet fits at the bottom of the fuel transfer tube. This one stops about 1/2 inch before the bottom. I feels like there is a ridge in the tube that main jet seats in.   Is this normal???

    First question which PN main jet did you order?
     
    And the main jet does goes all the way down otherwise you would not be to assemble the carburetor as the fuel transfer nozzle is right above the jet.

    PN 842585  See attached photo.
    I got the part number off of the PDF from Briggs. The second PDF is the page from the parts list with the part number highlighted.
     
    I cannot get it to go in any further. It drops in and when I push on it with a drill bit, it "feels" as though it seats into position. I have push on it (with lubrication) to the point I though I may break the plastic, but no joy.

    I will say that after watching numerous videos, I have yet to see one with the same transfer tube as this one.
    All the ones I have seen have 3 pieces of plastic ( I'll call it a castle) that protrude above the main jet as the one in the picture I have attached.
     
    The transfer tube on this one is one tube (without the castle part) that appears to be about the same height as the what would the top of the castle part on the picture below.
     
    I will get a picture of it when I take it back off in a few minutes and make another post.

    Just making sure you didn't install the high altitude jet as it is leaner.

    Problem has been fixed......... It was in the carburetor.
