Fuel Leaking out top of Carb on CH23 on a Lincoln Welder

Hello Everyone,
I am new to the forum and am needing help/guidance with a carburetor problem. I purchased a Lincoln Ranger 225 with a Kohler CH23 Engine. The actual model is CH680 - 3045 with a single barrel carb. It has been sitting a while and the fuel was bad. I cleaned it all out best I could without tearing the carb down.I can get it to run on low idle but the fuel runs out of the 2 holes I have circled in the picture, If i put it on high idle/welding then it dies. I think it is only running on low idle because the fuel runs out of these holes and then into the throat of the carb. Does anyone know what the cause and fix for this would be?
 
***I should also note the fuel pump diaphragm rotted and leaked fuel into the crankcase. I am not impressed with this fuel pump design so I opted for a low pressure electric fuel pump instead***
 
Any help would be appreciated.

    It sounds like the carburetor is gummed up with old gas, the inlet needle is not sealing. Tear it down, clean thoroughly with carb and choke cleaner then reassemble with an OEM repair kit. In my experience aftermarket are often a waste of time and money. While you have it apart immerse the float in warm water, if it bubbles time for a replacement.

    Thank you Roy. What are the 2 holes that the fuel is coming out of?
