Surging FX 850V

I'm working on my neighbors Badboy outlaw XP. He mows several acres with it.
It has been surging over the entire RPM range since it was new, and he took it in several times the first year. The dealer was able to get the surging stopped, but only for a few weeks then it would return.
I have cleaned the carburetor 3 times, then replaced it. The problem cleared up for a couple of days then returned.
I blew out the fuel lines, replaced the filter, fuel pump, new fuel, and spark plugs, still surging, but not at low RPM.
Applying a little choke helps to smooth it out some. If I unplug either of the sparkplugs it will run smoothly but not at full RPM.
The fuel pump has a solid stream of fuel flowing from it.
I could sure use some help, before I pull the last of my hair out.

    Sounds as though the high speed circuit jet is plugging up, too small or the circuit itself is plugging up. Change the carb temporarily, send it for a week, while correcting the original carb.
     
    If the mower is still under warranty, consider demanding the carb be replaced and refrain from telling the dealer you touched it.
