Honda GC160: New plug, New Carb....NO START, grrrr.

Honda GC160: New plug, New Carb....NO START, grrrr.

First post and hoping this forum can help point me in the right direction.
 
Form: Troy Bilt pressure washer with a Honda GC160 engine
 
I hadn't started this unit in a couple years and haven't been able to get it to start.  Here's what I've done so far.
 
1.  New plug, properly gapped which produces a spark at the gap and to the engine when held about a 1/4" away.
2.  New carb with new fuel pump/filter
3.  Fresh oil
4.  Fresh MoGas
5.  Tried to start with starting fluid sprayed into carb
 
It doesn't even try to fire up.  What else should I try before trashing it?

    Did it run before it was put out to sit for years?
     
    Check the compression, you should see over 100 PSI..
    To bump up compression put a couple of teaspoons of oil into the cylinder. It'll help seal the rings..
     
    Might also disconnect the low oil switch as well...

    Mine was surging and only working if the choke was fully engaged.  New carburator, removed tank fuel filter and installed an in line filter, new plug, oil changed.  Now it won't start at all.  I had not tried the ethanol free gas yet but plan on putting some sea foam in.  It doesn't even try to turn over. It is a GCV 160 honda engine. Guessing I bought it nearly 20 yrs ago new, I take care of it. 2 new pumps (ex hubs didn't drain it for winter... ). kept out of the weather etc.

    Does it have spark?
     
    Will it kick with starting fluid sprayed down the carb?
     
    Is there fuel making it to the carb?
