Right to Repair!!!!!

What a PITA it is to repair your own **** these days. I have a Honda Mower HRR216K9VKAA which is having issues starting (chugging, ect.). Its well known theres a service bulletin out for this that explains how to fix the issue and gives updated part numbers. Called Honda with my serial number to get the SB and the guy said "I cant send them to you Ill get in trouble. These are considered internal documents." WTF?! Its a damn lawnmower from HomeDepot. 
 
Are there any brands out there that make their technical information public and show active support for right to repair? How long before our lawnmowers are touting state-of-the-art fuel injection and emissions systems with end to end encryption, only to be worked on by authorized dealers.
 
What bull****. I just want to keep my money and fiddle around with my mower in my garage on a Saturday!!

    I ain't never heard of no thermowax before, maybe that's the issue with my 216..
    I just put it with my other non-runners after verifying that it had spark, compression and fuel air mix, back in the day an engine couldn't NOT run if it met these criteria.

    Here's the best info I could Google fu (steal)
    Honda has released a Service Bulletin for the HRR216VKA and PKA mowers to resolve a "Engine Won't Restart" issue.

    ONLY mowers within the following range are affected: MZCG-8400001~MZCG-8669999.

    The symptom is an engine that may not restart after being shut off before the engine has been fully warmed up. Often this happens when a cold engine is only run for a minute or two, stopped, then a restart is attempted. The issue is the choke plate remains fully closed because the AutoChoke's thermowax cylinder senses the engine is still cold.

    The fix is replace the thermowax cylinder, insuring it makes full contact with the engine, and replace the AutoChoke control assembly if it is binding or not working correctly. There's also a small bracket that can help regulate temperature that may be installed.

    If you have a mower in the affected range, and it has this problem, and is still under warranty, Honda will typically pay for the repairs. Delivery and pick-up of the mower to and from a Honda dealer is not included. You can find a dealer in your area at this link:
