Nuts to a carb nut!!!!!!!!!!!!! what the heck?!

went to replace my carb on my Ariens RT020 rototiller for cleaning and repair
thought the job was simple, took off one nut, then the other..well...
 
As seen in the picture, i could not get to the opposing sides of the nut. Took me about an hour to get it off. The side of the nut is flush to the side of the body of the carb, and the nut bottom is also flush against a part of the carb that is jutting out. 
  in this pic the muffler was still attached, but I removed it to get to the nut. How this was put on i cannot even guess.
 

 
The carb sits on a spacer from which the bolt (having the threads) is seated. But part of the fun was these stud would spin in the spacer while I was trying to get the carb nuts off.
 

 
I think i will remove the spacer and JB weld the studs in, but how to get that nut  back on tight ... any ideas?
What kind of design is this anyway?

The way i got it off was severely grinding down an 11mm open end wrench to make the jaw very thin and also prying the nut off with a thin screwdrive prying agains the nut, pushing aganis the carb. This would mover the nut almost an 1/4 inch so the wrench could barely grab it, and then turn it maybe a quarter of an inch, then had to pry, then wrench, then pry...etc
 
I think I got it loose at first with a hammer a screwdriver, & hitting the nut on an angle

Seems the muffler has to come off first (as you've discovered).  
 
Once the threads are cleaned of rust/crap, they should spin on easily. 
While/when the carb isn't fully tightened, you should be able to push on it some sideways, to keep the bolt itself from spinning... 
 
They usually have a 6 pointed, recess to hold the bolt from spinning.
That or your supposed to remove the carb (if accessible) using that rear-ward bolt..

wow...even with the muffler off there was no room for getting a wrench on for a grab. Prynig the bolt with the screw driver, and weakly grabbing and edge of the nut pretty much destroyed the nut. In fact the corners/edges of the bolt were scraping the bottom and side of the carb..
 
I think you are right about removing the nut from the rear-ward bolt which is a spacer. But the back of the bolt on the spacer  - there is nothing to grab onto to hold the bolt still while turning the nut.
 
While laying in bed this morning mulling over life, this was a part of it. I think what I will do is find a long coupling-nut instead of the short nut. This will protrude I think far away from at least the bottom carb interference point and allow a wrench grab.  i will grind down the corners of the coupling which is at the carb flange so at least that part will not hit the carb body, side or bottom.
 
On the other hand I bought an aftermarket carb for this machine, so it may not interfere with the nut at all. ..will see.
