Kohler CH18-S Oil Seal Installation Depth

When I removed the old seal it was pressed all the way back to surface A, which almost but not completely blocks the drain hole at the bottom. Should it be installed so the front of the seal is flush with surface B?
 
 
This is in a 1997 MTD Cub Cadet 1864 on the PTO end of the engine.

Never mind, service manual p.74 indicates front of seal should be recessed .314" from surface B, not pressed all the way in.

I'd set it deep enough to make sure the oil hole hole is clear..
