Governor Issue??

Governor Issue??

So I pulled out my 48” belt drive WB that’s got a Kohler Command Pro 15 and it’s been a great mower for years…Bradley MFTR fabricated deck…built like a scag…always starts first pull…until today…we’ve been getting rain like crazy and the air filter housing has some water in it and I took the breather and carb off and cleaned it…went back and started it up and it just revved as high as it could and stopped…now with some adjustments, I was able to get it started and idle smooth, but if I increase throttle it just doesn’t sound right and won’t level out…I’m thinking it’s governor related, but wouldn’t the governor affect idle speed as well?? Idling is a lower rpm and maybe the centrifugal force isn’t enough to open the hinges…but I don’t know how it could’ve gone bad just from sitting for a couple weeks…fuel was turned off BTW…the governor shaft did seem to be fixed in one position and I couldn’t move it with my fingers…when I got the pliers out it moved and I set it how I’ve been told, the same direction as WOT..I’ve tuned it so that I can get it to a reasonable rpm but it still just doesn’t sound right, although it works under load of transmission and belts for the blades…I guess the main question is if the governor was bad internally, would it idle ok? How could it go bad from sitting, because it worked fine when I parked it..I just rebuilt another one of these same CV-15s but the newer one is for a 36”…now I’m afraid I’m going to have to put the new one my 48” and take the sump off and replace the governor assembly and then use that on the 36”…sorry for making this soo long, I just wanted everyone to know the facts…thanks!!
