homelite powerwasher with honda engine

ihave a homelite powerwasher with170cc honda engine cleaned out carb after sitting for a few years will only run without aircleaner housing. soon as i try to install rear part of housing engine runs rich and stalls whats wrong?

    Check and make sure the choke plate is open fully...

    choke is off and choke plate is fully open
