14 hp vanguard model29447

New to me generator with surging problem. Carburetor crystal clean. Checked governor setting and it was correct. Can hold throttle with finger to stop linkage movement and runs fine. Choke has no effect. It is as if governor is too sensitive. What am I missing? Thanks.

    An oldie!!
     
    Surging is usually a result of a lean condition, again usually from a low speed jet or in your case a setting.  yes, it surges up high but the low speed jet can have affect and cause the surging.  
     
    Looking at the carb parts pic below, part #94 is the idle mixture screw.  Open it up some , CC and richen the mix..  If that doesn't work, re-check your cleaning of all orifices..

    thank you very much for your reply.  my carb does not show a idle mixture screw, but i am wondering if it is hidden by part 127, the welch plug.  there is no limiter cap showing either.  i do not see signs of anything being broken or tampered with, but since i am not the original owner i don't know the history either.  It it is under the welch plug, what is the easiest/safest way to remove it?   thanks again for your assistance.

    I would think your correct, it may be under the welch plug.
     
    To remove the plug, drill a very small hole in the plug and run a sheet metal 
    screw into it.  The plug is very thin, so go carefully.  yank the screw and plug
    out with a vice grip/pliers..

    I can't tell from the parts picture.  
     
    Either post a pic of yours, or remove it.. 
    They can be replaced.  Welch plugs are used to cover an adjuster OR 
    for sealing previous machining the carb(from the factory).  
     
    If not an adjuster, it'd be good to remove it anyway to clean there..

    Removed Welch plug and it exposed a screw. I believe it to be a drain screw as it does not feel like spring tension on it. Loosed off 1/2 round and it ran better and did not leak. Put back where it originally waswhich was screwed all the way in and stil ram better. Hoping somehow it stays running good!

    Well that's good!
     
    If the screw comes all the way out, you may try spraying into the orifice with some brake cleaner-should there be some crap in there.. 
     
    And, if it's running good right now, "if it ain't broke, don't fix it" !
