Honda Harmony 1011 won't start, Just cranks

Hi, I just bought a used 1011 was told problem with governor when engaging blade. I got it home put some fuel in it, it would start then stall. Then all of a sudden it wouldn't start and just cranks. Checked engine it has spark, fuel, 90 compression, cleaned fuel tank,all connectors are good, brand new battery. Still it just cranks, and a little fuel spits out the carb. Puffs when choke is closed. not familiar with Honda engines. Any suggestions would be appreciated.
