Ariens 2020 Platinum SHO snowblower - Wheels locked??

I have a 2020 Ariens 24 Platinum SHO snowblower. I rolled it out of my garage today and tested engine start/running. Everything was running perfectly. I tested the drive clutch and it did not engage in forward or reverse. I shut the blower off, and attempted to roll the snowblower back into my garage. The wheels seem to be locked and will not roll forward or backward  when the snowblower is turned off. I had to drag it back in the garage.
 
In the 3 years i have had this snowblower - i may have used it 6 times.  What is causing the wheels to be locked when the machine is off? I rolled it out of my garage with no issues. Only after i started it.  Any suggestions?
