8hp ohv horizontal briggs and stratton 12t102 0060 f8

I have a little wonder ground blower ohv 8hp briggs and stratton  12t102 0060 f8. Had a oil leak and ran great. Took it apart replace seal and gasket, runs at low rpm at full throttle. Took it apart again to make sure timing marks are align, now it back fires and will not start. It has a plactic cam, and every time I take it apart the timing marks are align, and it seems there is a new problem occurs. The governor gear and weights work fine, although there is some sort of mechanism on the cam that's between the gear and the lobe. has a spring on it, not sure of what is does. Help!

    That spring and mechanism IS the internal part of the governor. 
     
    Once the engine starts, the weight springs outward (centrifugal force) and then disables the compression release.

    How do you know if the cam decompression is worn out? Has anyone grind down the tab that butts up to the tappet or removed the decompression device?

    It happens to be that the decompression device is worn out. Does anyone know the valve lash to a ohv 8hp briggs and stratton  model 12t102 0060 f8 is?
