    There shouldn't be any other wires attached the spark plug wire. 
     
    Someone may have added a engine run time device, which a small wire would wrap around the 
    plug wire.  It strictly just documents the hours on the machine.  It won't affect operation or lack of..
     
    It could also be an owners "homemade kill" switch that when grounded, shorts the spark and kills the engine.

    A little more info would help.
    Does the engine run with or without this extra wire, grounded or un-grounded?
