Lawn mower locks up

I have a Toro mower with a Honda 160 motor. I can get it started,runs for about a minute. Looses power like no gas.
When you try and restart,the pull rope will not pull like it is locked up. Sometimes I can take off the recoil and rotate the blade and it will restart and do the same thing.
Any ideas would be appreciated.
