Older Model Toro Zero Turn (Don't know the model) - Starter piston not engaging flywheel

I have a new starter I've installed on my Toro.  The gear spins CCW when turning the key, but the gear does not raise to engage the flywheel.  I can manually turn the stater piston clockwise while holding the gear and it raises.  I verified the starter model # against the old one.  All good as far as model #.  Any ideas?

    Sounds like a bad starter..
     
    You can bench test it and see if the gear pops out AND put a lil oil on the starter shaft where 
    the little gear rides...
