Hex Bolt Spinning

Hello I'm having a bit of a problem. I have a Toro Recycler lawnmower. It smokes and runs like crap.

Anyways the problem I am having is the hex nuts that hold the fuel tank down. The nut just spins in place. Am I doing something wrong? Do you think someone over tightened them and I have drill them out because there stripped? All 3 of them do the same thing. I have tried to take them out turning right and thinking that maybe left. I have lifted plastic up with screwdriver. Short of getting drumel out or drill. Not sure what else to do.

I don't see anywhere where there could have been a bolt and nut put on.

    What engine do you have and HP?
     
    Second, those wouldn't be left handed threads.
     
    It sounds like either someone stripped them or there's a regular bolt that has to be held for the unit to loosen.
    Being all 3 bolts are spinning, I'd wager there's some nuts back there spinning..  All likely aren't stripped..
     
    Not knowing what engine you have, is it possible to remove the cover with the tank to get behind it and see?

    Sorry the engine is 5hp and the model number is 20214.

    I will try and take pictures tomorrow. I tried to upload today and all it did was sit there for 10 minutes trying to upload and nothing.

    I did how ever look around the gas tank today and it didn't look like it would split.

    OK the engine is 5 hp Briggs and Stratton. I have looked everywhere on it and can't seem to find where they might have put a nut an bolt.

    I can't put a finger in anywhere. Look at the diagram from my last post. It is closed up

    Ok, that helps...
     
    Those 3 bolts have a shank but just thread (Right hand) into the cover.  There are no 
    nuts (just threaded inserts in the cover).  
     
    Now the bottom of the fuel tank, off to the side is another bolt AND SPACER that needs to come out
    to remove the tank..
     
    It sounds like someone did indeed strip them :(  .
     
    If you can get a vise grip on the head of the bolt(s), pull upwards and try to spin out.
    If that doesn't work, drilling off JUST the HEAD of the bolts will allow the cover to come off. 
     
    Then you'll have more access to remove what's left of the 3 bolts.
