Honda HRN216VYAA Roto Stop not working after Belt replacement

The drive belt for the self propelled on my mower had to be replaced. I took the mower apart and replaced the belt and now when I start the mower the blades start spinning. When I push the yellow button and pull the bar I feel tension, but it does nothing. I looked underneath the mower to see if everything was hooked up correctly, and I don't see anything loose. It worked properly prior to fixing the drive belt.

How do I fix this ?
