Troy-Bilt garden tiller Fuel line routing

I just installed a replacement carburetor on my older Troy-Bilt Garden tiller (similar to TBC304, but 15 years older). The tubes inside the fuel tank are all laying in the bottom of the tank, so I really don't know which one is the suction tube. I have two diameter tubes coming off of the carburetor, which I need to cut to length. The filter that came with it fits on the smaller diameter tube, but on the old one, the larger diameter tube was just shoved all the way down into the bottom of the fuel tank (no filter attached). Obviously someone tried to fix it before I got to it. 
 
I could use some assistance with plumbing this thing please, or at least some theory. I am sorry, but the cover piece that had the model number on it is missing.

    If the carb has a primer bulb, the nipple CLOSEST to the bulb is the RETURN line.
     
    The other would have the filter and reach fully to the bottom of the tank..
