Hot!Surging issue but it’s not carby?

Surging issue but it’s not carby?
The issue appears to be the throttle lever is moving back and forth on its own !! I don’t have a throttle cable but usually manually move that lever at carby myself. I thought it was the small spring tension so I shortened it but made no difference. Ideas? https://drive.google.com/...Vepa/view?usp=drivesdkThanks for the advice Mike
