My steering wheel just spins but I can’t turn

I know it’s the pinion on the steering wheel shaft, but I can not get it off? There is no bolt or security screw on the bottom of it to get it off. Any ideas?

    Part #16?  Looks like the shaft is PART of the pinion and are one..
     
    Seems it's also superseded:

    Thank you, so I guess I will have to remove the deck to get the shaft out?

    Kinda hard to tell from the diagram..
     
    I believe they'll be two bolts (part #28), accessible from the top W/O removing the deck.. 
     
    If need be, you can lift the ft of the mower some and drop just the front of the deck. 
    I don't think you'll have to though..
